Possible solutions are the removal of palp 1.1-1.1 from Debian, or updating the package to ship COPYING in the binary package and move it to section "non-free", or requesting upstream to explicitly confirm that they agree to remove "The package must be distributed as a whole, including this file." from the COPYING file. I guess that this problem also applies to version 1.1-1 but I have not yet verfied that.
