The file COPYING in the source package contains this:

  The package must be distributed as a whole, including this file.

The file COPYING is not shipped in the binary package.

And the file /usr/share/doc/palp/copyright does not contain a full copy of
COPYING.

So this package does not belong in section "main".  And by not shipping the
COPYING file in the binary package this package violates the copyright/license.

Possible solutions are the removal of palp 1.1-1.1 from Debian, or updating the
package to ship COPYING in the binary package and move it to section
"non-free", or requesting upstream to explicitly confirm that they agree to
remove "The package must be distributed as a whole, including this file." from
the COPYING file.

I guess that this problem also applies to version 1.1-1 but I have not yet
verfied that.

The problem does not apply to version 2.1-1 at mentors.
