It's not necessarily in the software developer's control to upgrade the Lua version. The Lua library is used to extend and configure applications, and the language itself is incompatible between major versions. I don't know anything about the two packages you mentioned, but for example one could have thousands of users who wrote their own scripts for the application, and those scripts might break if Lua is upgraded.
