reassign 331796 cdebconf,debhelper thanks debhelper depends on debconf because dh_installdebconf uses debconf-mergetemplate in some edge cases (non-po template translations).
Either cdebconf needs to include an implementation of debconf-mergetemplate, or debhelper needs to find a way to drop this dependency. Unfortunatly, dropping deps from debhelper is hard. However, we might be able to argue that the old style template translations are so broken as to be useless and so just remove support for them from debhelper. -- see shy jo
