Package: localepurge

Hi there.

In the interest of fighting to keep smaller installations possible (say,
like done by [abe's reasons][0]), I just took some minutes to see that some
other files could be removed by localepurge.

I am sending, following this message (read: as soon as I get the bug number
back), follow-up e-mail with some patches that I think that are fit for
localepurge.

They have been used and tested for some weeks now on my systems (of 4
different arches: i386, amd64, arm, and powerpc), which give me some
confidence in the changes.

In fact, it would be cool if these changes could be uploaded to unstable
with the hope of getting them in time for the next freeze.
