I don't see why this should be necessary.

All that changes is a debug string during boot, which says "Debian
GNU/Linux" instead of "Linux".
This is a cosmetic issue at best.
I don't think this warrants a versioned depedency on base-files as
systemd runs just fine with older base-files versions.
