When the shutdown scripts run as part of a shutdown by the
administrator, users lose their changes.  There is currently nothing
that can be added to the shutdown scripts in /etc/init.d/ to initiate
a graceful shutdown of users mutt instances.

The workaround is a complex and ugly hack: 

  Users must run mutt inside of a GNU screen session (with multi-user
  support compiled in), and then give permission to root to see their
  screen (privacy issue!).  The admin then must search for which
  window number mutt is running in, and do a stuff "^q".

That's very complex just to get a proper shutdown, and still fails to
work when a user is editing a message.  Mutt should not require
third-party tools, complex scripting, and privacy compromises for
something as basic as shutting down.  Mutt should diligently shutdown
properly when a SIGQUIT is received.
