No need to impose this requirement because non-finalized versions are
not present in the archive:

IMHO "debhelper (>= 9)" would be perfectly fine.
Moreover this is a common practice.

Strict dependency would be justified only if there were any particular
bugs in prior 9.20120115 but even then we could safely use (>= 9)
simply because no "broken" versions are present in the archive.

Please share your concerns if I'm missing anything.
