Here's where things stand: I strongly suspect that there's no proper license for the iLBC code in Asterisk. I stripped it from the pending (SVN) version of Asterisk. It should shortly be available as well for testing in http://updates.xorcom.com/pkg-voip/ . https://issues.asterisk.org/jira/browse/ASTERISK-19835 should have all the required code in Asterisk. http://github.com/dekkers/libilbc mentioned there is a simple library with Debian packaging that works, and (if needed) can probably inlcuded in Debian. It includes the iLBC codec from webrtc with the interface mostly adapted to the one from RFC 3951 used in existing programs. However I'm not really convinved that iLBC support is useful and worth the trouble of adding an extra library to Debian.
