Hmm. Does it not work using official Debian packaged libucommon-dev _and_ libcommoncpp2-dev If official libcommoncpp2-dev is too old, then please file a bugreport about it. Or, if that exist already, perhaps post to that existing one asking for status on progress - which has the nice side effect of you getting "subscribed" to the bugreport and receiving notice when progress do happen.
