ifp from ifp-line provides this result on one of my irivers:

ifp from ifp-line-libifp gives this...
mo:~# ifp format
err:  [get_file_size] err=-2. Error opening file '\Â¥0050~15.MP3'.
err:  [_ifp_list_dirs] err=-2. Error getting filesize.
err:  [ifp_list_dirs] err=-2. _list_dirs failed.
err:  [ifp_selftest] err=-2. couldn't get basic directory listing.
err:  [ifp_init] err=-2. self test failed.
Device isn't responding.. try jiggling the handle. (error 8)

That would leave me to beleive the issue is related to poor handling
of odd characters.

Ultimately, I did get the device to format.  The recipe that worked was to ...
1. apt-get ifp-line (i.e. go back to the non-libifp variant)
2. unplug, replug (i.e. reset the device)
3. ifp format (right away- without ifp ls or ifp df)
4. unplug, replug (reset)

At that point "ifp ls" and "ifp df" started to behave normally, 
and full capacity was again available.

Note that this version of ifp segfaults for many error conditions, 
such as attempt to create a directory that already exists.  I haven't 
filed bugs about those kinds of errors because it would appear to me 
that ifp-line-libifp is moving toward replacing ifp-line, but this is
at least one condition that ifp-line appears to be able to handle and 
ifp-line-libifp cannot.
