Considering the current activity on this module I wouldn't expect a quick
fix. Please also see discussion from over two years ago on debian-perl:
http://lists.debian.org/debian-perl/2010/01/msg00021.html

Perhaps the upstream shall be suggested to use another way to connect
to ftp over tls.
