Can you verify that /lib/systemd/system/cryptdisks.service is a symlink
to /dev/null?  (And if not, we'll have to figure out why not.)  Are you
using some other tool than cryptdisks for encrypted /?

You might also be hit by
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=670591, and if you
think you are, try the workaround listed in the bug:

  ln -s /dev/null /lib/systemd/system/checkroot-bootclean.service
