Downgrading gnome-screenshot to > 3.2.1-3 fixes the bug. Unfortunately, this is not a bug, but a "feature", i.e. a change made by upstream. gnome-screenshot no longer shows the save dialog, but simply saves the screenhot in ~/Pictures.
