Based on http://mail-archives.apache.org/mod_mbox/perl-dev/201205.mbox/%3C201205052351.49983.sf%40sfritsch.de%3E however, it looks like mod_perl is unlikely to be considered for removal to make way for Apache 2.4. I don't know that anyone in Debian has been able to put the time in to try and solve this independently.
