Ubuntu has a separate package called policykit-desktop-privileges [1], which ships a file /var/lib/polkit-1/localauthority/10-vendor.d/com.ubuntu.desktop.pkla containing the following entry (among others) [Adding or changing system-wide NetworkManager connections] Identity=unix-group:admin;unix-group:sudo Action=org.freedesktop.NetworkManager.settings.modify.system ResultActive=yes This means, "admin" users, i.e. users which are in group sudo or admin, won't get prompted when modifying system connections, this includes creating new wireless connections. This is not a perfect solution, yet maybe something we can/should consider for Debian, too.
