Ah, oops.  Well, I must say we don't pay much attention to sections in

Ok.  You're right that it's not strictly necessary; I overlooked the fact
that there were no files in common, but it's obvious now that you mention
it.

It's allowed by multiarch, and implemented by gcc/binutils, to have .a files
in the /usr/lib/$arch directory as well.  But there's no point in moving
them so long as they're shipped in the same package that contains binaries
in /usr/bin, since gettext won't be co-installable for multiple
architectures.
