Thank you for the report.  This appears to be a duplicate of
Bug#659957 and therefore I am merging the reports.  Please review
http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=659957 for details
and correct this if needed.  If you have further information please
add it to that ticket.

Of course this problem can't be in who because who simply reports the
data that is recorded in the utmp file.  It is just the messenger of
data previously recorded by other means.  That file is an accounting
of the commings and goings of users.  If the "goes in" and "comes out"
don't line up then who gets blamed for the incorrect accounting but
there isn't anything who can do about it.
