My current workaround for this bug is to run at the end of my script:
pcmanfm --desktop &disown
So let's inspect config files:
/home/user/.config/pcmanfm/LXDE.conf has lxde_blue.jpg (INCORRECT ONE)
as background.
/home/user/.config/pcmanfm/pcmanfm.conf has background.png (CORRECT ONE)
as background.
That fits into Case A.
Not sure what causes this bug yet.

I have checked startlxde script again and it does not create any
pcmanfm.conf file at all. It only creates LXDE.conf.
I suspect that the SuSE patch tries to convince pcmanfm not to write the
/home/user/.config/pcmanfm/pcmanfm.conf file by telling it that this
file is already found at:
/home/user/.config/pcmanfm/default/pcmanfm.conf although I am not very
sure.
Just hope that all of this helps you to kill the bug.
