I (not the maintainer) have a pending work to NMU this package to
include debconf translation updates (which are now widely accepted as
NMUable).

It would maybe be better to merge both efforts but is a switch to a
different packaging style something really wished in an NMU? I think
that bringing this in -devel would lead to a quite hit debate...:)

I would rather recommend to leave your patch in the BTS, tag it to
something like "dpatch-deprecation" or whatever could be comre a
release goal for wheezy+1.
