Hi David The update to r5047 is working for me and there was the issue with the server path fixed in the background.
I still notice so that josm downloads plugin into user space but only uses them if no plugin file is found under /usr/share/josm/plugins/. Later is a JOSM internal problem (e.g.) you may close this bug. cu Colliar
