Upgrading libc6 from 2.13-27 to 2.13-28 failed for me on amd64 as follows:

Preparing to replace libc6:amd64 2.13-27 (using libc6_2.13-28_amd64.deb) ...
dpkg: error processing libc6_2.13-28_amd64.deb (--install):
 subprocess new pre-installation script returned error exit status 2

Downgrading failed with the same error message and now even reinstalling 
2.13-27 fails:

Preparing to replace libc6:amd64 2.13-27 (using libc6_2.13-27_amd64.deb) ...
dpkg: error processing libc6_2.13-27_amd64.deb (--install):
 subprocess new pre-installation script returned error exit status 2

It worked fine for me on i386 on another box, but there were reports
from others on #debian-devel that it worked fine for them on amd64 or
failed for them on both.
