After

    dpkg --remove rnc-mode

visiting a .rnc file

    emacs23 -q /tmp/foo.rnc

gives an error

    File mode specification error: (file-error "Cannot open load file" 
"rnc-mode")

dpkg --remove leaves behind conf files like 50rnc-mode.el.  Usually any
auto-mode-alist should be under the package-dir existence test, so as
not to make a setup which won't work.

The autoload can be under the test too, so as not to define function
which won't load, though that doesn't matter as much as auto-mode-alist.
