Actually some autobuilders have by intention no network support in the build root. I have always re-generated a new orig.tar.gz file using two sources. If you look into vnc4 package you can see that the source file is a combination of vnc 4.1.1 and Xfree 4.3.0. You can even see that in the version name of the package. Unpack vnc4 source package and read debian/README.GENERATED and you can see how I did.
