As far as I can tell, Debian Policy suggests that the current contents of /usr/share/php/docs/<PEAR_PACKAGE> (and even /usr/share/php/tests/<PEAR_PACKAGE>) should actually reside under /usr/share/doc/<DEBIAN_PACKAGE>. We have discussed this several times on the debian-webapps mailing list, and there have been no differing opinions. If you disagree, come over and discuss it.
