I don't get why you need a Depends: at this point. I think it would be
enough if debianutils 2.15 Replaces: passwd (<= ...), and the next
passwd has a Depends field as in 5).
AIUI, that was what Clint proposed at first, and I don't see why it
wouldn't work.
