Yes, this seems to be actually PAM related, since it is similar to bug
#330852. Please do the following:

1.- 'touch /etc/environment'  (if you don't have that file, it might be
     the culprit)
if the problem persists:
2.- upgrade to the latest PAM version
if the problem persists:
3.- Comment out the call to pam_env in /etc/pam.d/cron
