A user reported this in #winehq yesterday (first I'd heard of it). I'd
argue it's a debian packaging bug, wineserver is a binary, not a
library, and belongs in $PATH.

Alternatively, you can symlink wineserver to /usr/bin/wineserver as a
workaround on your system.
