Currently, x11-common has various bugs regarding its starting of ssh-agent, most of which relate to giving users more control over it. Rather than introducing a new option which will have similar problems, why not just start gpg-agent via ~/.xsession instead? That gives you total control over it, and removes excess complexity from the x11-common package.
