Yes. That's the easiest way to achieve this. Please make a Sid
(Unstable) chroot (that's very simple to achieve by using
debootstrap(8)), then chroot(8) into it and enable experimental in your
chroot-local sources.list.

>From there you can develop as you are used to it. When actually doing an
upload, make sure you target the right distribution in debian/changelog
and make sure pbuilder/sbuild or whatever else you are using to build
clean packages has enabled experimental, too e.g. [1]. Your sponsor will
hopefully carefully check that.
