I've checked the policy, and as you say; it isn't clear. IMHO this is a
bug in the policy, or in apt. I get the feeling that the intention is
that control fields should not be empty, and if so, this is a
checkinstall bug.

Could you please provide me with a step by step way to recreate such a
package, and I'll forward it upstream (even if it turns out empty fields
are allowed and should be tolerated by apt; it is, in my opinion, bad
practice to include them)
