In bug #663507 I requested that debianutils be marked "Multi-Arch: foreign",
in order to help supporting crossgrades (say, from i386 to amd64 or from
armel to armhf).  This has been done in the meantime, but since
debianutils depends on sensible-utils, installing a foreign debianutils
package requires that sensible-utils is marked "Multi-Arch: foreign"
itself.  See
