As part of making debian 'bootstrappable' we are making sure that at
least the core system is cross-buildable. 

For build-dependencies to work properly under multiarch this package
needs to be marked

Multi-Arch: foreign

so that it can satisfy a build-depenedency for any architecture. See

background. 

There are 82 packages which build-depend on this package. None of them
will be multiarch cross-buildable without this fix.
