http://bugs.debian.org/cgi-bin/bugreport.cgi?bug=610690 shows that
0.22a-1 was uploaded to debian at some point but it's not listed
in the changelog for the current version. (ubuntu are still carrying
0.22a-1: https://launchpad.net/ubuntu/+source/bup/+changelog)

The changelogs must have diverged; probably because of not pushing
changes to the master git from the 0.22a-1 upload and subsequently
packaging a newer version from that.

It's almost certainly not worth trying to re-graph it into the git
repo, at least not into the existing branch histories (perhaps a
tag is a good idea); but the changelog should probably be correct.
