No. It should get mounted via /etc/init.d/mountvirtfs on all recent
debian systems (sarge, etch, sid...)

You can go through the checks there and see why it fails to mount it.

No. jackd already depends on a sufficiently recent libc6 that tries to
mount /dev/shm. If glibc6 can't do it, jackd can't either. In that case
the user should read things like the README where it says that shmfs
should be mounted.
