I suspect the intent is to allow
DEB_CFLAGS_MAINT_STRIP=-Werror=format-security
export DEB_CFLAGS_MAINT_STRIP
when the maintainer wants to keep -Wformat-security as a warning
without letting it provoke build errors. Though a clearer way
to express the same thing might be
DEB_CFLAGS_MAINT_APPEND=-Wno-error=format-security
export DEB_CFLAGS_MAINT_APPEND
so this doesn't necessarily make your proposal bad. ;-)
