Anyone can manipulate bugs and users are indeed encouraged to do so to
avoid potentially painful research to maintainers (I'm currently not
online, for instance, and I can't do it while I see your mail).

Imagine that the 661520 bug is currently not assigned to shadow, you
need first to reassign it and then merge it with 659957.

That can be done by sending a mail to "cont...@bugs.debian.org" (a
common practice is to BCC this address to the mail where you explain
why you're changing bugs) and put the following at the top of your
mail text:

reassign 661520 src:shadow
forcemerge 659957 661520
