I'd like to comment on this old bug. My conversations with Joey a long time ago as well as the interesting discussions at http://ikiwiki.info/forum/transition_from_handwritten_html_to_ikiwiki/ have convinced me that I should move away from user-visible .html files to directories.
As such, usedirs => 1, indexpages => 1 achieves what I'm trying to do.
