Dear Maintainer,

Please adjust the package priority of the package libprotobuf7 to optional.

Rationale:
- It depends only on packages which are in priority optional or higher, so it 
is policy-wise ok to have optional as well.
- Other depending packages (like libdrizzledmessage0 and its dependecy drizzle) 
are forced to have a lower-than-required priority.
