I forgot some rationale, here they are. I tested msginit yesterday, and this program is aimed at filing in header fields when starting a new translation. This is already done by all text and PO editors. For this, it downloads URLs, but as a last resort it can get files locally from /usr/share/gettext/projects/ (this is what I guessed by reading urlget.c, but did not actually test it).
