You're right, the directory is really owned by the mysql user. I check if this is neccessary as the server should only needs to read the locale data in this directory. The problem does also exist for other scripts there, i.e. echo_stderr and mysql_fix_privilege_tables.sql which is sourced by /usr/bin/mysql_fix_privilege_tables.
