Well, honestly I should mention, that don't use cron-apt myself, but was pointed to this bug by a friend, who is using it (but for a reason I didn't understand didn't want to send this bugreport himself). So, if you as the maintainer say, your manpage should be in section 1, than you are propaly right. But in this case, you should move the english manpage to section 1, too. I would tend to put in section 8 (which would be /usr/share/man/fr/man8/cron-apt.8.gz not cron-apt.1.gz, sorry for the confussion), but only tool a hasty look at it... but your package seems to be interesting...
