It looks like another update since then has fixed whatever was
eating port 631.  I'm no longer getting that message, and now
/usr/sbin/cupsd is running (it wasn't running when I filed the
bug report).  Alas, I didn't run the lsof command you suggested
back when the problem was happening, so it may remain a mystery.
