tag it as fixed upstream. If fixed-upstream covers fixes that are in
development version.

no php 4.3.0+ dependency. According to sm bug tracker
(https://sourceforge.net/tracker/?func=detail&aid=1105168&group_id=311&atid=423679),
patch works for 1.4.x too.

The only missing feature - use of iso-8859-15 locale when translation uses
iso-8859-1. Charsets are similar but not alike. I think, there are 6
different symbols. If people want Euro support, they have to ask
translators about switching to iso-8859-15 or utf-8.
