It could be added, but it's not desirable at this time. Currently I don't think that fcron isn't setup to provide all the functions of regular cron. No-one (AFAIK) has tested running a system without regular cron and with only fcron. Hack your copy of the fcron package (or the dpkg database) and try running without cron and tell us how it goes.
