Right from the top of clamd.conf:

SIZE   Size in bytes. You can use 'M' or 'm' modifiers for megabytes and
'K' or 'k' for kilobytes.

Is that unclear?

If you feel that this is the above is really unclear, I will accept a
patch for it to make it more clear.

Jari, please take the time to look through the documentation before
opening a bug report.  I don't care about the bug reports in and of
themselves, but it is not the best way of getting help.
