Tagalog uses US keymaps for console and X, locale entries would be tl_PH or tl. Encoding for TL would be UTF-8 or ISO-8859-1.
LANGUAGE would be set to 'tl:fil:en' Is this what you need? I just peeked at /usr/share/i18n/locales/tl_PH and noticed that there are some missing items. In LC_COLLATE, the enye (ñ) character is not included.
