localepurge is a gross hack. Removing files from other packages is nasty, more so since it makes absolutely no attempt to interact properly with dpkg after having done so (updating .list or .md5sum files under /var/lib/dpkg/info). I had commented as such on several bugs which I reassigned to localepurge in the hope that the source of the problem could be corrected.
