Why not add one file in /var/lib where you put your autogenerated information
and one in /etc for the user ?  That's needs a little adjustment to
/etc/hotplug/usb.agent, but it seems a valid reason.. 

Another way would be to generate the config file at build time instead of
install time, it's not dependant on the users system afaik?
