Justification: renders package unusable

Opon `apt-get install tinc` for new tinc version; the following question is asked:

Setting up tinc (1.0.3-1) ...

You don't seem to have the necessary devices available.  If you want,
I can create them for you now, or you may create them later yourself
with the command:

  cd /dev && ./MAKEDEV netlink

Do you want me to do this for you now?

If user answers 'n' (i.e; because the devices/configuration/etc has already been set up),
installation fails:


Ok.  But you must create these devices before tinc can work!
dpkg: error processing tinc (--configure):
 subprocess post-installation script returned error exit status 20

Errors were encountered while processing:
 tinc


Grave bug because it stops dpkg from finishing, and prevents users from installing other packages.
