When you have a .tar.bz2 source from upstream instead of a .tar.gz and you run dh_make on it, you get a corrupt .orig.tar.gz file. It seems it just renames it to .tar.gz without changing format, and thus it doesn't work. You have to make bunzip2 and then gzip the tar file before running dh_make to make it work properly.
